If a stronger country took the item at at time when the native country was economically depressed, under the authority of a puppet government, or under foreign occupation, maybe the item should be returned.  If, however, the item was donated or transferred in an &quot;arm&#039;s length&quot; transaction, or legitimate gift, maybe it should stay with the government to which it was transferred.</description>
