If a stronger country took the item at at time when the native country was economically depressed, under the authority of a puppet government, or under foreign occupation, maybe the item should be returned. If, however, the item was donated or transferred in an "arm's length" transaction, or legitimate gift, maybe it should stay with the government to which it was transferred.
